The simple fix is to type "record fix; stop" into your console. Alternatively make a bind like so- bind p "record fix; stop". This has been updated for 2024 as somehow this is still being viewed.

I can't even finish creating my character since it won't let my mouse reach the finish button. If you are in the middle of the match and can’t continue the game, you should quit and start over. Bungie has already identified this glitch and is working on a fix.
