Ignoring the log parsing issues at the moment, it's because the Harvard style replaces the kernel's default citation missing result: Citation `\@citeb' on page \thepage \space undefined. With: Citation '#1' on page \thepage \space undefined. These are effectively identical except for the quote marks.
